Reminded me of my previous dog (about 10 years ago), who pulled something similar on me. For some odd reason, she scratched at the bedroom door to wake me up, and she wanted to go out around 2 AM. I never let her out without her leash on. But it was 2 AM, and I was in jammies and slippers, and didn't feel like walking down the street in my jammies . . . so I hoped she'd just go out, do her business, and come right back in. Nope. She takes off down the street and disappears!! 
I go wake up hubby, and ask him if he'd please go get her (I didn't care if he went down the street in jammies . . . ) ! So he heads out for close to 15 minutes before I finally see both of them coming back down the street. Turns out, he found her 3 streets away helping herself to a "banquet" in some person's trashcan . . .
After having such a long weekend, I feel like this full week upcoming is going to be painful. Oh well...
A dime for every bag I find in the house. It adds up after a while with the amount of bags I have. I use them everywhere.

Every Target I've been to the last several years has done it. They don't advertise it you may have to ask about it at your.
They're artificial and they have put some rather interesting items in them over the years. One year it was Yu Gi Oh cards one time little Pokemon figures once one made little Christmas pictures but my favorite was paper snowflakes
I've never seen anyone hand over their bags at (my local) Target registers. I think it's a good program and wish they'd promote it more.
