This article provides very vague reasoning. Either something bad happened (not involving riders) or Universal neglected to give the ride a proper maintenance window.
I somehow doubt something “pretty bad” happened considering riders boarded after. The more likely explanation is the a part or parts was nearing its cycle limit so they tried using just 2 trains to keep it running while they awaited the part(s) but they didn’t come in time.

Let’s hope this is short-lived. Disney would be ravaged online over this.
