So I went to DL in 2003 and the following rides were down:

Space Mountain (refurb)
Splash Mountain (refurb)
Big Thunder Mtn (closed because a boy died)
Haunted Mansion (closed - adding decorations for Halloween)

And know we just booked another trip only to find out that HM is closed again!

What are the odds?

Pretty good. HM at DL closes around the same time every year for the HM holiday installation and removal.

Yeah HM is down every year from the end of August to Mid September been like this for almost ten years now. I alot of HM fans hate that the ride is only open from mid January until late August, but I love both versions to I'm ok with them closing it for a short time.

Look at it this way:
You'll have an equivalent to Dinosaur in Indiana Jones Adventure
An equally good Space Mountain
Splash Mountain
Big Thunder Mountain
The Mattehorn
a better fantasyland
a better buzz lightyear ride
the original tiki room
California Screamin'
Grizzly River Run
Tower of Terror
I think it balacnes it out since you lose Hm

The odds were actually quite excellent if you plan to visit during the first two weeks of September.

Since 2001 Haunted Mansion has been closed for the first two weeks of September to add the Nightmare Before Christmas overlay to the ride. It's not a big secret, as it's become quite widely publicized over the past decade. This will be the tenth year they do the popular holiday version of the ride. All of the fantastic HalloweenTime decorations and additions begin September 17th; Haunted Mansion Holiday, Space Mountain Ghost Galaxy, Woody's Halloween Round-Up, Park Decor, etc., etc.

Haunted Mansion will also be closed for about 10 days in early January to take the decorations out and return it to its normal version.

Haunted Mansion and Pirates are classic's, as much as I love the other rides, these two stick out as great examples of amazing rides, I rather have both of them open over DCA as a whole park.
