Of course, they could. To me, if just seems like Energy is a pretty good topic for a section of the park with themes of The Seas, The Land, Space, Imagination, Transportation and Communication/Advancement of technology. Adding a GotG pavilion to that line up seems odd.There's no reason that the current Energy Pavilion has to continue to have an Energy theme. Even if one wants to keep it more edutainment oriented, they can change it to something else; there is no reason to have an artificial constraint of it being that specific concept.
