I believe the hotels were the fault of the French government who made Disney build them as part of the deal.
It was Eisner who insisted on them from day one. He's quoted as "damned if you do, damned if you don't." Build with the rest of phase one and limit disruption and lump the cost into the overall budget, or save money at the start and then spend even more later to add them which would also involve a lot of disruption. He chose the former. What didn't help was the Sequoia and Newport on opening day were the largest hotels in Europe. That was a lot of rooms to try and fill.
