4th Fast Pass

I can't seem to find an previous post that answers my question- if there is one I apologize in advance.

So the 4th FP, if I am in Hollywood Studios and used all 3 fast passes there, can I get the 4th at any park? Or do I need to physically be in the park that I want the fast pass for?
Example: in Hollywood Studios but want a fast pass for Soarin'. Can I do it from anywhere (another park, the car, the resort) or do I have to be in Epcot?

Using your phone you can make that 4th FP from anywhere. The app will ask you to pick a park and then choose your attraction. I have done this several times.

Yes! It's a really great change from the previous way of doing business!

We had to use all three, yes. I experimented with the system and it would not allow me to book #4.

I don't think you have to USE all three, but all three have to be expired.

Correct, either use, or expire.
