Why didn’t Mad Tea Party open with Tokyo Disneyland?

Whenever a castle park opens, three main Fantasyland rides debut with the park, those being the Carousel, Dumbo, and Mad Tea Party. This was not the case for Tokyo, Mad Tea Party was no where to be seen. It was not until March of 1986 that Alice’s Tea Party came to Tokyo Disneyland. I can’t imagine that it was due to budget cuts since this is not a very expensive ride to begin with, quite the opposite. So what was the reason it showed up almost 3 years later? Anybody have any idea as to why?

No, I cant answer but what i can answer that the attraction itself had to move twice. due to capacity and expansions.
