Japan times reported this. Not 100% an announcement but since this is from an official source, it's quite interesting.
I actually posted a similar topic on a different tdr thread, Theyve been handing out Polls to certain guests.

and Yes They are not going to make the park at full capacity for the meantime, But theres the bad news.

in the current state of 2 parks, They only have 3 attractions that has Premiere pass and the rest are regular standby lines.

The worst part is the Standby wait times are pretty accurate during my recent visit to Tokyo DisneySea, like at 9 am soaring would post a 240 minutes wait time and Toy Story Mania posts a 180 mins wait time. And happy 15 entry is basically useless at this point, The attractions throughout the park only opens at 9 am.

meaning you're basically queuing for an attraction until the regular gates open even if you get an early access into the parks.

The unofficial opening of the parks are at 8:30 am
attractions open at 9 am, Happy 15 can enter at 08:00 am imagine waiting an hour for an attraction to open.

and 90% of the rides doesn't even have fastpass nor premiere access nor standby pass which is a nightmare for guests. and its not a. good look.
