Found this on eBay: a ToT commemorative park ticket envelope.

According to the guys on the RetroWDW podcast, this was a limited hard ticket item that allowed holders to get a preview of the attraction. Folks with this were also given a complimentary ToT watch.

Needless to say...it looks a bit different from the completed exterior. The top of the ToT in this artwork has an “extra” tower in the center of it.

I’m assuming it was scrapped from the final building to prevent the necessary addition of flashing airplane warning lights. Has anyone else ever seen this concept art?

That tower IS there. It's just exaggerated for the extreme angle of the picture. Google pictures of the actual tower and the concept art, that tower is present pretty much from the beginning.

It may be artistic license but here’s the issue

Quoting this from the thread not he sign placement.

As you can see the central tower is there. As part of how the elevation of the tower was adjusted the tower is shorter than depicted in non-technical art. In the case of the souvenir art the tower appears to be exaggerated.

Plus some of the other concept art does show a taller central tower...
