According to Marine Traffic, the Fantasy is on its way to France.

Where is the ship?
Passenger Ship DISNEY FANTASY is currently located at USEC - US East Coast at position 28° 24' 15.048" N, 80° 22' 48.432" W as reported by MarineTraffic Terrestrial Automatic Identification System on 2020-07-23 23:22 UTC (14 hours, 4 minutes ago)
The wind in this area at that time blows from Southeast direction at force 3 Beaufort.

Where is this vessel going to?
The vessel departed from CAPE CANAVERAL, US on 2020-07-23 18:15 LT (UTC -4) and is currently sailing at 12.6 knots with Northeast direction heading to BREST, FR with reported Estimated Time of Arrival at 2020-08-05 00:00 LT (UTC -4) local time (in 11 days, 14 hours )

Any idea if this true, and if so, why it's going?

"Wonder will head to the Caribbean. Dream will depart for Europe in 3 weeks. Fantasy will leave today arriving Brest, France August 5th. The Fantasy will transfer some crew to the Magic. Magic will go to Dover, U.K. for crewmembers to debark to catch flights home. Fantasy will stay in Brest for drydock maintenance. Fantasy will arrive back at Port Canaveral October 5th. "

According to Scott Sanders’ Twitter, Fantasy is indeed headed to Brest for dry dock. Her first time back in Europe since she was built apparently. She seems to be taking quite an indirect route though so that could certainly point towards her also doing some crew repatriation/rotation as suggested by KeithVH. Be interesting to see whether the Magic leaves Dover just before 5th August - if so, might they be headed towards a rendezvous somewhere in/near the English Channel? Will be watching MarineTraffic with interest!
