That's going to be one hell of a commute! Management, maybe... and a few specialty people, but, regular labor should be plentiful in Florida.
It is not. I have a yard full of trusses right now because builders are having problems finding framers to put them up, concrete guys to pour the slab, plumbers to rough in the utilities, etc.

Pretty much every construction trade is desperate for people right now.

It won't be in the park as far as one's ability to freely roam between the two. You obviously need to keep non-hotel guests out of the hotel too so there will be some park gate between the two even if the hotel is literally built into the land. Maybe it'll be something like these hotels at Phantasialand in Germany:

The lower African themed hotel (Matamba) and upper Chinese themed (Ling Bao) are extremely well integrated into the park- the best I've ever seen by a wide margin. They're still "separate" with gates between the two but you'd be hard pressed to tell where the park ends and the hotel begins. Even the courtyards between the park and hotels share the same space.

And by the way: those hotels are easily up there with the best that Disney offers for a fraction of the price. The last two times we've had the pleasure of visiting Phantasialand, we got a decent room for two nights and two days worth of tickets for under EUR 400. That's an insane bargain especially for a hotel that challenges the likes of Animal Kingdom Lodge. The absolutely murder Disneyland Paris's offerings for 1/3 of the cost and are only 4-5 hours away- and provide service/amenities on a whole different plane than the pitiful stuff Paris does for such a higher price. Europa Park on the French border has similarly priced amazing hotels too. And people wonder why Paris has so much trouble. ;)

You're looking for an explanation as to why it's in space and has the potential for faster than light travel, but not open world? Why? Has anything suggested it would be? Or that it wouldn't? It seems as though there are lots of ways to handle this. The main boundary, in my mind, is time. You could give ultimate control to the riders who have a mission to accomplish before being overwhelmed by enemy ships. Follow the intelligent navigation and do what is meant to be done or crash and burn (or get diabled and caught in a tractor beam). Boundaries on the piloting experience don't need to be "physical".
Problem with openworld is, its harder to give you a timeline. Unless the missions are all very specifically timed.
Like going from "normal all range mode" in starfox to "linear" and vice-versa.

skilled blue collar work in general is in desperate need of workers

That's mostly because they are trying to pay guys $8 an hour to do the same work guys in other states make $30 an hour doing, but I digress.

Concrete is a labor type job, but, plumber is a skilled type position. It's probably pretty easy to figure out why general laborers are scarce. And the skilled people are probably already working for Disney and/or Uni. That is logically the reason why they actually staggered the start times for TSL and SWL. When some of the skilled are done with TSL they can move over to SWL... there just aren't enough to do them both at once. Those rock work artists aren't found out in front of Home Depot either.

I don't doubt that is part of it, but there are shortages everywhere.

The decline in building that occurred when the housing bubble popped in 2008 lasted much longer than anyone could have expected. As a result many that lost their jobs in the construction industry could not simply weather the storm like in years past. Many had to start over in entirely new fields. They are understandably reluctant to go back to construction especially if they are making anything close to what they were before.

I see billboards advertising for openings with some of the lead contractors that the theme parks in Central Florida use, so if they're going to market and paying advertising dollars to get people to help them, you know they're in need.

I'm one of those people. I worked for a Concrete construction company that did house flipping in the winters. The business went belly up (2008) leaving me out $8K in pay so I ended up using the Disney college program as a job and then I started my own business after my College Program ended. I'm still running it today making much more than I was before. I also simplified my life and lowered expenses. Most people in the industry I know did similar things.

I'm in the HVAC industry and I came from Boston and there's worker shortages across board. In the HVAC industry they say that number is 26% short of technicians. Wages are expected to climb soon if the schools don't start pumping kids out. Everyone goes to college now....
