What is it about this attraction that requires refurbs at regular intervals? Is it because it is so AA-heavy? It seems as if a refurb is done every year or year-and-a-half.

if you look outside of Florida and So California, most parks close for 2-4 months entirely, during which they do all of their ride rehabs and overhauls. There's nothing wrong with giving the mechanics, vehicles, ride systems, etc a good overhaul every year or two, and especially one with so many show elements. Many of which have been noted to not be working correctly recently.

If anything, it's actually almost not a good thing that Disney doesn't put more rides on regular rehab schedules, as you can see how the wear and tear starts to get to them without it.

Look at it this way, if BTM is going to get it’s rumored explosive finale This year that is going to be a 6-9 month refurb which means that if they want any chance of having it open for Christmas 2020 it will likely go down the day Splash opens back up. So no matter what, early 2020 trips will have a Frontierland Mtn down for refurb.
