Somewhere out there Jeremy Irons must have uttered something about the "wheels of progress beginning to turn" or something to that effect. It's the only explanation really.

No. They almost never fix it when we DO complain about it. I can only assume Valvoline had a 2-for-1 deal on belt replacements.

....so ...it appears that it had not been "spinning" for quite some time?. It was spinning last Aug/Sept (2012) when we were there ....and not spinning this past Aug/Sept (2013) and was covered by the tarp.
...I just assumed it was part of the recent refurb that put SSE out of commission for half of this past trip and wasn't completed yet?
....can anyone elaborate on any changes to SSE during this past shutdown (other than the FastPass gate install at the entrance).

He shouldn't be talking to you - the characters in the ride are not supposed to be aware of you passing through, if that makes sense.

I thought it was because they didn't want to show child labor that's why they changed his voice in the mid 90s to make him sound like a man

This has driven me crazy for a long time, it is such a simple projection effect that you would think it would have been fixed ages ago. Hell, I will fix it for them for free afterhours.
