Is it still going to happen? I remember last summer there were rumors of it coming, but it was apparently happening this year, since they couldn’t get it designed in time. Thoughts?

It's 4 weeks until Halloween Time starts. I think we'd know by now if it were happening.
My guess is the WoC delays have put any DCA Halloween expansion plans on hold until next year.
