Question about making dining reservations at a park you've "hopped" to.

Okay, this may sound a bit weird and if it has been discussed previously I apologize (please direct me to the thread). How does it work if you wish to make dining reservations when you don't have "park" reservations? As an example we've made park reservations at DHS and plan to wander over to Epcot at 2:00 pm. and would like to eat at Biergarten for dinner. Will I be allowed to make a dinner reservation for Biergarten at the 60 day window open or do we do a walk-up?

Additionally, I would be interested in any speculation on when Boma, Jiko, & Turf Club may re-open.

do i have to make an ADR at the same park reservation i have that day? for example if i have a reservation for HS and i want to eat at Tiffins that night can i do that?

You should be fine. Just allow plenty of time for hopping and walking to Biergarten.
