That seems kind of wierd if Disney spent money on a new tower program they wouldn't want to advertise it. WHy run it very sparsely if they're gonna make some extravagent new program all of this seems really strange

Because its the way the sequence is set up. The real thing wouldnt be happening all the time. So this way lowering the rate. Makes it more real.
