That is just what the project is called internally, and thus on the permits filed for the project reference this name. Once the project is completed any new permits not tied to the original project will likely be labeled as official name, Pixar Pals Parking Structure.

"Pimm Restaurant" must be one of the many typos these permits are subject to, likely by data entry clerks in Anaheim's city hall.
It's easy to surmise that "Pimm" is actually Hank Pym, as played by Michael Douglas in Ant Man and Avengers: Endgame.
This Marvel Land construction is a large-ish restaurant themed to Dr. Pym's small-ish Ant Man adventures, obviously.

It's a typo, but it's actually supposed to be "Primm Restaurant". The ambiance won't be great, but expect the most affordable steak & eggs in the resort.
