I don't remember a bar when we went earlier this year, but a 2012 TripAdvisor review indicates there is a bar there that seats 12, it is sunken off to the side so a bit out of sight.

Yes, they do. Problem I found is that you face the bar and miss out on the views of the water.

I love the signature restaurants that have a bar where you can eat at if you're solo and not sit in a crowded restaurant.

Have you typically found, you can go right up when signing in at the 2nd floor desk? Or do you still need an ADR then just request the bar when you get up there?

You don't need an ADR at all. If you're a little too close to fireworks time (like if fireworks are at 10pm and you try to go up at 9pm), they'll probably prevent you. I had to wait once when there was a full load of people waiting to eat dinner. I was told 20 minutes or so. I took the monorail once around, and by then the backlog was cleared and they took me right up. I've probably eaten at the bar 5 times or so without ADR's.
