Are you planning on understating occupancy to evade paying the hotel what they deserve to be paid or to simply cram more people into a hotel room that was not designed to hold that many people?

Even if there were zero risk of getting caught and the fire code had nothing to do with it, how about "don't be a dishonest cheapskate, have some self respect, and pay the appropriate rate for the service you're getting."All hotels are very strict. It's fire codes and they will not take kindly to you trying to get around the limits. If discovered you may have the option of buying another room or you may be evicted. That latter is a distinct possibility by the way. This is about safety, you have far less time to get out in an emergency than you think and every second counts. And extra people in an area slows the egress of everyone in that area.
Hotels cannot allow people to do this and the legal consequences are high. As a hotelier I'm going to say that it irks me greatly that people would put themselves and others at risk doing something like this. Don't even think about doing it.
You do raise another point, though less important to me in some ways than safety. But, if the extra person is an adult and they try to sneak them in then they are trying to evade the extra adult fee.
