That’s not how it works. There’s an entire code dedicated to existing buildings and the level of modernization required varies by the scope of work. Removing the exterior tracks would not require any interior modernization.

To be fair that was always on the table. The penny’s bay master plan which is older than the Hong Kong Disneyland resort has extremely limited allowances for what is allowed to be built in penny’s bay
The land is functionally useless to anyone besides Disney because the only things you could build on it are basically short recreational facilities (as Disney can veto anything that would interrupt the park’s atmosphere) and those places would never want to build next to Disney. Penny’s bay has basically the same allowances as the chimelong ocean kingdom resort complex across the border
The government didn’t renew the contract in 2020 because that sold the land for a ridiculously cheap amount from back when they hoped for like 20 million guests a year. Now they can simply sell it to Disney at a higher rate without the dodgy public look of holding land for a theme park company when HK had a perpetual housing crisis, but knowing that the penny’s bay master plan protects them anyway

That’s about 550 million USD
That’s a ridiculously large amount of money when the castle, the Moana stage show, the marvel updates currently finished and arendelle collectively cost only about 50% of the budget
I don’t know how much of that budget is still to go to the drop tower but they seem to be seriously conservatively spending money that’s already allocated to the park
I’m guessing they don’t want to overextend and end up with white elephants but assuming the drop tower doesn’t cost that much as it’s much more prefab than quinjet they may be sitting on enough money to build another arendelle

Isn’t everything that opened after mystic point part of the new budget since it was originally sold in 2016 as “castle, frozen, marvel”

Enjoyed it too, though felt it just needed a little more. Something moving. It was part of this round of investment. Everything from Moana show to castle, ant-man, frozen and E-ticket Marvel ride.
I’ll be honest we preferred it to Buzz. Or TSM. Despite going in with low (screen only) expectations.

I agree. I went in with low expectations so was pleasantly surprised yet I just wanted a little more. Some of the scenes were too static? But I liked the overall atmosphere and intent.
Or maybe a flume ride? One can only hope. If Marvel is opening in 28-29, I feel like they should announce something for 29-30 this year also.

Iron man Experience / Paint the Night was separately budgeted and approved. Antman / Adventureland stage and onward.

With the heat and humidity, some type of flume ride in the future seems like a no brainer.
