What sort of Cactus is it ? Is it the Dragon Fruit ?

I am assuming it is one of those plants that was cultured and comes in a sealed plastic container on an agar slab.

Dragon Fruit likes well drained soil (as do most succulents). Regular potting soil mixed 1/2 and 1/2 with vermiculite or perlite should be fine. You could even use potting soil and coarse grained sand mix.

Water very very sparingly. Do not over water.

Ahhh prickly pear! We have a few of those in our yard

When I've kept cactus indoors, I've watered with a spray bottle and never had a problem with over/under watering. When you replant, keep the container small. They don't like a lot of room. If you damage it, you can replant any pads that fall off.

Good luck :)

Any suggesttions on washing off the Gel that is inside or should I just gently scrub?

I soaked it a bit until I could remove the plant from the media. Any that was still clinging, I just left on. It is a nutrient gel. It is not going to harm anything leaving it on.

Scotts makes a Miracle-Gro cactus soil. I'd recommend using it to replant. It already has the minor elements that cacti love in it and also the slow-release Miracle-Gro fertilizer. It can be procured at your local Home Depot (shameless plug for my employer!!!) :ROFLOL:
