Guest walking on Cinderella Castle’s Balcony

Last night, a few groups of guest were using the rear staircase of the castle and walking up to the balcony and past the windows of Cinderella’s Royal Table. (Full video on Instagram by spanselphoto)

I believe it is the castle's emergency exit, so if they ever need to evacuate the restaurant that's when its used, but I've never heard of guests walking up as the gate at the bottom of the stairs is usually closed. Were they with a CM?

In Tokyo Disneyland, which has the same castle, the stairs are used as the exit for the walkthrough attraction.

That is possibly more operational choice. Given that it is a large balcony, it seems doubtful that it is only legally designated as an exit corridor. The bigger issue would be adequate egress from the balcony itself and the large number of occupants that would be assumed for a standing assembly occupancy.

I'd wager code would require a much higher railing for that to even be allowed.
Egress areas must still comply to code and there are also related OSHA requirements. A guard only needs to be a minimum of 3’-6” and these don’t look too short.

Something to remember is that both TDL and DLP’s Castles feature walkthrough attractions within the upper levels of them, and their balconies were incorporated into the design as both a feature and effectively an exit.

Cinderella’s Royal Table needs the balcony clear as an emergency exit, and letting people walk up there would additionally impact the view from the castle windows for guests dining at the restaurant.

The spotlights and other stuff that's there on the balcony doesn't help either.
