Haven’t been to Fantasmic in probably 8 years and we want to go on are late may trip
A Friday night and there are no dinner packages left
What time do we need to get in line to get a seat,show time is 9pm

Generally people will arrive 60 - 90 minutes before. The central seating areas fill in quickly and the CMs keep crunching people in to fit as many guests in as possible yelling for them to fill in every space. The further side areas and very back rows fill in last as guests file in. Once they open up you get in and are seated fairly fast.
The dinner packages get you a seat and they are central and in the back rows. IMHO they aren’t a great bargain other than guaranteeing you a seat.
You didn’t mention when you are going but busier times of year draws a more crowded stadium. When you leave it’s a crowd filled process of getting out and the bus stops also get filled but there are a steady stream of resort buses to get you back to your resort. Be prepared for more of a wait.

We did the dining package last November and we were in the center section in the 2nd row. Well worth the price of the package!

To answer the OPs question, I’d say 20-45 minutes depending on where you want to sit. We’ve walked in 20 minutes before show time and still were able to get a seat. We were in the very last section, about half way down, but still worth it with little kids to walk in close to showtime.
