On the bright side, he didn’t lose his foot like the early rumors suggested.

Yep, jury is still out on what happened. This ride has been operating for a very long time.

I have ridden this ride a few time, but don't recall what the bottom of the ride vehicle looks like. Some pictures I have found show that there is a solid floor below the bikes, so even if you feet are off the "peddles" I don't see how they could get caught in anything below the vehicle.

Yes, it is a flat platform with rounded edges. IT is possible to work yourself where you could dangle a foot off the side but you would really have to be trying.
Saw on the news yesterday there are at least $100K in medical bills and climbing....

The 15K is the low limit to get the case into a superior court. The damages are unspecified so the suit says "at least $15K"

He has no legs to stick out where they don't belong, so I think he's safe. Although I'm still trying to figure out how a 10-year-old was tall enough to accomplish this feat.

It definitely ruins your vacation. You really wish people would listen to the instructions. I had read a story of a man, on
Pirates of the Caribbean at WDW, decided to drag his hand in the water, ended up getting it caught is a drive chain and
lost a couple of fingers.

Maybe he was trying to get off, before the ride was done. Either way, it happened, an injury occurred, a case has been made
and an insurance claim is in the works. Soon all "passengers" on rides will be fitted with Hannibal Lecter restraints to prevent
them from injuring themselves.

Has the ride reopened? Lately I have seen wait times posted on the app and wasn't sure it was back up and running...

The ride was down for a short time. They took time to amend their procedures some, making sure the safety instruction
was clear. The ride has been open recently.
