I can't really answer your question because I've never even seen one of those certificates, so I don't know when they're given out. The one you posted looks like it was given to a child for her birthday when she had a great princess costume. So it may be totally random as to who gets them and when.

You may want to connect with @Max Goof , as I think he's on your same sailing. You guys could compare notes.

Yes, in my experience they usually give it to the kids. My son got one on the Norwegian cruise on the Dream last summer for winning a video game contest at Edge.

After doing a little digging, this seems to have been a thing around 2012-13 and not much mention online after that. It's not to say they definitely don't do this anymore, but I've never personally seen this occur.

It did seem to be given out to all ages, by a crew member for any thing they saw and thought was magical.

Probably. But I bet if you asked for one, and told them why your moment was magical, they would give you one.
So I say to crew members on Disney Dream cruise ship that is my second time being on British isles cruise Disney cruise and second time staying in concierge room but first on Disney dream cruise ship and is magical moment for me because is second time I been on Disney cruise I would probably revive an magical moment
certificate.
