I would wager that the realization that the locomotive would be an issue did not come until after it was built and in place. These are the same people who built a floor with the intention of launching kids into the air like Tigger before realizing that was not the best idea.Why not just build the train engine so that it's not climb-through in the first place? The fence makes it look like after it was designed and built someone said "hmm... maybe thats not a good idea, but instead of fixing it, we'll just put a fence there". In addition to kids climbing over that fence, I'll bet $10 it takes less than an hour for a parent to lift their kid over the fence to get the perfect photo of them inside the train.
