Can you visit a resort if you aren't staying there

You can sight-see resorts and also eat at their restaurants, but you won't be able to use most swimming pools

We have swam at just about every pool at the hotels, we have never had an issue or anyone say anything to us, its a great way to get to see the resorts

Absolutely! I do this every trip, especially around the holidays to check out the decorations. See also: monorail bar crawl.

Disney Transportation is free, so make good use of it. You can use Disney Springs as a hub, or any of the parks.

They are clearly hurting for business at some of the resort restaurants, yet they make you feel as unwelcome as possible driving to the security kiosks. Depending on the officer, they make you show your reservation confirmation or, at the very least, explain in detail where you're going. Then they make you show a photo ID, which is the most baffling policy of all. They don't scan the ID, don't compare it to a list of banned names, they just make you show it to them. Their requirement just seems to make sure you have a face. It's not a big deal, just a policy nobody has clearly thought through. It all feels like you're doing something wrong or being a slight nuisance.

I do get the added security during peak times (holiday fireworks, etc) at the monorail hotels but the rest of the year it's unnecessary.

That's mainly to stop offsite guests just parking at a resort, especially Monorail and Epcot resorts (plus AKL). It's a big problem at some of these resorts all year round, meaning resort guests find they can't park there.
