Abandoned Pop Century Buildings

I have been told by several people that at the time that the Pop Century was being built, a new set of building codes for buildings under construction were going to be enforced in the area. Everything from 1900-1990 were being built at that time. However when it was known that these new building codes were going to be passed, disney knew they couldn't finnish everything in time before the new codes passed so they focused on what they could to get the 1950-1990 finnished. They hurried up to finnish what they could as the pop centurey did not meet all of the new codes. Once the buildings were finished they were not required to meed the building construction codes.

Take it for what it's worth, it's just my $0.02; however I have heard it from several different people.

Are there concept photos or anything showing what these hotels were supposed to look like if finished floating around. I would love to see what the plan was.

What you have been told is not true. When plans for construction projects are submitted for approval they must meet the current adopted set of codes and that is the basis for the permit being issued on the project.

Codes change in cycles, usually at 3 year intervals. However, they do not all change at the same time. For example plumbing and electrical codes are not updated in the same years as building codes typically are etc... Based upon these facts it would be complete chaos trying to figure out what codes apply to a project if they forced changes to projects in progress - thus the reason that the only applicable codes are the ones in effect when the permit was first issued.

There have been several reports of "action" at the site....perhaps it will be part of the "announcements" on Oct. 3??

There has been activity for almost a year now...no clue what is being done, but there absolutely has been activity near the main lobby for the legendary years.

It ain't gonna happen, but I think it'd be great to create value suites that would also have very "affordable" DVC point values, as a sort of runoff for peak periods where most if not all of the DVC units get booked. I know, for example, that I'll never be able to book a Christmas or Easter trip at a 7-month window, let alone the 11-month window of my home resort. By the time I know I'll be able to go, nothing will be left, more often than not. So to have Value Suites with a block reserved for DVC, that utilizes about as many points as an "average" rate of a studio during a non-peak season, would help lots of people in similar situations.

There is no need to flame me, I know it ain't gonna happen.

That was a pretty cool video of the unfinished buildings. Pretty darn creepy in just their concrete shells.


On another note, I would imagine that their original permits expired, and Disney would have to apply for new permits to start work up again. I don't know if they would be subject to new codes because of this..... but we'll see if anything really measurable starts to happen there.

That is correct - *most* permits expire after 6 months of inactivity on a project which means that you would need to re-apply. Once that happens you open the door to being held to the current set of adopted codes.

What jmvd20 has said is correct.Once the permits are pulled and Notice of Commencement is filed the project is "grandfathered in"and do not have to meet any new codes that come into affect during construction.We have worked on projects that the contractor pulled permits for the day before a new building code took affect.A large amount were pulled in the days before the new hurricane codes took affect here after Hurricane Andrew.

Wanted to add Disney has it's own "building codes".Some are more excessive than normal codes require.

This is true.We have a project we have been working on and off for the past 4 years.Locals will know it as the "I-4 Eyesore".It is a high rise commercial building owned by the Superchannel TV company.They did not get a loan to build the project,and planned on donations from viewers and members to pay for the project.Once they have enough money,they do some sort of work to the job at least once every 6 months to keep the permits active so they do not have to meet new codes.

This is a "loophole" that has the Seminole County Building Department at their whits end over.

We stayed @ Pop in May and activity was present. I remember seeing an electronic road sign for some company directing construction like traffic to the back of Pop. I only wish I could remember the name of it now. I would love to see this completed.

The second phase of construction for the resort is the Legendary Years - 1900-1940. This part of the resort resides across the Hourglass Lake, and is connected by the Generation Gap Bridge. Its construction was halted after 9/11 due to the reduction in tourism. As of Summer 2006, the "Legendary Hall" building and a few of the units have been constructed but are not finished. The buildings can be seen on the right hand side of the entrance to Pop Century.
Initially the completed resort was to have an additional 2,880 rooms on the "Legendary" side, configured identically to the "Classic" side. However, as of April 10, 2006, the MousePlanet website has confirmed that these rooms will instead be configured as family suites, identical to those now available at Disney's All-Star Music Resort, with a separate master bedroom, two bathrooms and a kitchenette. In Summer 2007, some "hammering" noises could be heard and various Disney security vehicles could be spotted on the Legendary Years Lot, although there is no physical evidence that continuing construction is going on.
A few of the pop icons to represent these decades have already been revealed by the shape of the swimming pools in the design plans. The pool in the 1940s section is to be shaped like a highway sign, suggesting a "Route 66" motif. The pool in the 1930s will resemble a soda bottle, and the 1910s pool forms the outline of a Monopoly game board.

If true, this would be a great addition to the resort. I just hate to see such waste on a beautiful property like Disney's. With any luck, this section will be completed.

Last weekend I spent time with my daughter and my granddaughter, and took my daughter to her work at the Gaylord Resort. Due to a conference at the resort, Gaylord employees were to park at the Legendary years lot and were bussed to Gaylord by Mears bus. I was surprised to see only two units, along with the main hall, actually built, as the talk on the threads has been about all the abandoned buildings there. A glance on Google Maps showed the remaining eight slabs in place (as referenced in an earlier post).

Anyway, this Gaylord parking may have spurred some of the 'activity' rumors going on. While in the lot, I saw no construction vehicles or materials, only parked cars and a temporary tent shelter erected on the lot (it was anchored in the asphalt - hammering sounds?)

That would make sense when I was there a few days ago there were Serta trucks, so I don't know if that is just a coincidence but maybe they are looking to resume the project.

They also use the parking area over at the Legendary Years for bus training, so that also could have been the activity you saw going on as well.
