I don’t see it coming back in the same way as it was in WOM, More likely as a background loop for the queue and/or post show
I don't think the entire ride is going to have it playing like it did in WoM but I could see it on ride, even if just an instrumental. There were already plenty of nods to it in TT 2.0, including it playing as a jingle at the MagicBand touchpoints. I'm fairly confident it'll be back in some form based on nothing but a gut feeling.

Yeah i could def see it being intrsumental, though i hope we get the lyrics. I assume that what most people want when they say “It’s fun to be free in test track 3.0”

Disney as of late has a funny habit in their new rides of doing everything to try and please fans EXCEPT for the one thing they actually want and ask for (Facilier on the lift hill, No blood on the saddle return, putting Dinos in the Indy ride, closing muppetvision [yes i know there is muppets rnrc and the whole fiasco with villains and everything, trying to make a point though], figment’s…….everything over the past few years).

Here's how you work the sea serpent into Test Track 3.0 - at one point, have the track go by a lake, and the sea serpent pops out of it. There.
Would be pretty great if they repurposed the original figure, although I can’t remember whether he was thrown in a scrapyard or saved
He was backstage somewhere in California Adventure for a while, but I don't know where he is now.

They got that steel up faster than they could even move a pallet across world celebration
Certain parts of projects always "appear" to move more quickly than others, and a contingent of onlookers show up without fail to comment on how slow or fast the work is proceeding without any context or understanding of the process.

Universal appears to have built an entire theme park from the ground up in the time it takes Disney to stop a toilet from running.

Does this mean they’re all done gutting the ride and ready to start building the new sets?
It just means they’re read to get started with their scope of work. It tells you nothing about the extent of their scope or the status of the overall project. You don’t need to (and in a big project probably should not) do all of the demolition in the facility before starting any new work.
