Honestly, the earlier, the better during the wet season. If they moved it to 2 pm or even 1 pm, it would run more often. 3-7 are peak thunderstorm times.

it's either a test of a new time or perhaps they have construction planned for the parade route and want the extra cure time for the concrete. It's also possible that they will be running some sort of special event they will need the FoF cast for later in the day and they pushed the parade time to avoid overtime.

Don’t think it would be a test of a new time with the pick of one day in the beginning of April. Usually when then run tests of something like times or anything like a new M&G it’s done over a period of time linked together, whether that’s a week or few weeks or more. This seems more like possibly your last idea. Could even be a mistake that will be corrected soon.
