There was nothing physically impossible about the DS+R building. The whole purpose of building it was that it was an expensive showpiece.
I am referring to the proposed "Festival Center" my sources tell me that the way they designed it was structurally impossible to build.

“They” would be DS+R… Even in concept design Disney requires at least a narrative report from a structural engineer. Concrete can be used to achieve slender structures. Post-tensioning in particular allows for thinner slabs.

The festival center in the concept art looked pretty but in actuality it would have obstructed views except those with corporate expense accounts and would have created traffic in that area.
It was a programmatic, operational and experimental nightmare. But Iger wanted something to make the park look different designed by a starchitect like Mike had done.

Im sure there are a few other local acts that were added as well, but I dont know them personally. I have seen all of these acts myself and enjoyed them very much. Marie

I wish I had snapped some pics and didn't, but the black rubber lining between the tiles/concrete along connections and creations etc is all coming undone, I literally could have pulled it all up and out. What a shotty job all around.
Much of the new concrete and flooring all around was very poorly done.

"Abandoned Mall" is exactly what I thought when I saw this image before I got to what you wrote.
Yes, this is what they do in malls when the fountains break, and they don't want to go to the expense of repairing them.
