I would agree with this, I don't see Disney letting people line up at DHS until the morning of opening. As for Disneyland, I am not sure how much control they have of the street right outside the park entrance.
This was part of a full storm water management plan for the front part of Epcot. It was needed partially for GoTG and partially of a hotel that was planned other side of the parking lot which is not happening now.
This might be for the new experience center since it is an address I have seen associated with Odyssey in the past...

I assume you are talking about the wooden board which would just be during construction.
How is this sort of thing handled in normal operation? For example if someone is working in the path of the cars at Riviera what is the process to prevent the line from getting started up back in the hub?
