The "unwritten" rule is that you can enter the queue 5 minutes before your window and 15 minutes after. Peter Pan's Flight is supposedly 3 minutes long. You could enter at 9:10 and probably call it close to the BOG reservation.

We make sure to eat lunch at Grand Floridian Cafe every time we visit. We also get a dessert at Les Halles each visit to EPCOT. Other than that, we try to eat somewhere we've never tried before.

I personally do not enjoy staying at the value resorts. However, you said you can stay an additional two days if you stay at a value. That right there would make me choose Art of Animation so I could stay longer. It will also have the Skyliner at the time of your visit.

I've never gone in February before, so I'm not sure what crowd levels are like. That week is pretty bad crowd-wise? My birthday is on the 19th so I was going to celebrate in WDW 2/20 - 2/23. I thought going after President's Day would be better than going on actual President's Day weekend.

My past trip to EPCOT we rope dropped Frozen and then walked to Soarin right after. It was only a 10 minute wait for Soarin by the time we made it there. Then we had the FP for Test Track around 10:30. That schedule really worked out for us.
