My first thoughts were Stromboli (mentioned already), and Shan Yu, both just for the on screen presence as villains.
I'm also disappointed how Disney has gone away from real strong/evil villains of late (at least some of the time). Frozen and Raya come to mind for me. I know, the "villain" in Raya was powerful, but vague (so I mean strong in personality not just power).
