Construction can start while design is still ongoing. It’s something that Disney often does and distorts the arguments about how long projects take.Probably depends completely on where they are on developing the concept. If they don't have the concept fully developed, they cannot start construction (a guess not knowledgable). @lazyboy97o is much more well-versed on this than I ever will be.

Ageree, we loved Dino. The good news is Indy will use the same ride system so it should still be a fun reskinned attraction.Dinosaur is definitely not what I would consider "unpopular". It is typically not a rope dropped attraction and often has a short wait for a couple hours in the morning. But midday it is often at 30-45+ minutes and longer during peak times. It's not like it does not attract any guests, by far.

Tron, Guardians, Remy's and Epcot spine were dreadful, but there were some outside factors for some of it (Covid, Reedy Creek, Fox acquisition, etc).

Even then, it’s two completely different layouts. They did share some props, animatronics, ride vehicle designs, and of course, the soundtrack.They built Splash for Japan and MK at the same time. Opening a day apart.
Technically true, but generally, if a ride is at a small wait, there’s very little incentive to increase throughput (single riders, faster operations, etc), and if there’s no wait, there’s room to decrease labor/vehicle counts to reduce maintenance costs while aligning with the demanded capacity.Was just about to say this. If dinosaur is operating with any wait at all, which it is, then it is already maximizing its capacity.
