What exactly happened in Shanghai?

Hey everyone! So I know Shanghai is horrifically over budget, and I've seen the cuts throughout the company. But what exactly happened over there to push it so far over the edge? Was it announcing an opening date and the contractors started extorting more out of the company to get it done on time (a la EuroDisney)? Or was there more? Sorry if this has already been answered, I've been away from the forum for a while.

Long story short, first, WDI cost a fortune to design the place. Then in the construction process the Chinese builders used shoddy materials and sub standard building practices causing things to have to be torn down and rebuilt 2,3, and sometimes 4 times. That has pushed this project far over budget and behind schedule.

Never build in a communist country. You get the same type of labor force as the one used for the winter Olympics in 2014. Even the Russian government couldn't keep the contractors from building crap.

I'm sure the hotel rooms will look like this:
