With the layout and the panels being what they are- 4 rows in one "block"- it's a Sunday newspaper strip by Floyd Gottfredson. They were done in color and the dailies were in black and white. Floyd only did the Sunday strips for a few years when compared to his long run of daily strips. The one you show is from December 25, 1932.
It wasn't hard to find- the date is on it and I knew it was a Sunday from the format. Just looked up the date in the two Fantagraphics collections of Sunday color strips. By the way, the books are tremendous, as are the Barks ones for Donald and Scrooge.
