Would they have to file a permit to remove the current temporary stage? Might that be what this is for? Even if it's not the case, surely the temporary stage would have to go before construction occurs on the planter, right?
I believe I was told that any work costing more then $1,000 requires a permit.

There was a permit files for the Germany pavilion for plumbing and electrical with the description "Festival Expansion". The work area is roughly as shown below. It expires 2/17/2017 so it's nothing to major.

Hopefully it's covered seating so we're not eating booth food on top of a garbage can in the blazing sun.

Potentially blocking off another expansion pad though.

What ever it is, is fairly minor so it wouldn't prevent the expansion pad from being used in the future, but it's more a sign that there are no plans to use the expansion pad in the near future.

That's for sure. We can sit here for the rest of eternity keeping alleged expansion pads unused or at least put something there. They can always pull out what they put in if they came up with something else, but, the odds of that are off the charts, negative.

Here is the number of permits per month for the past three years. It's interesting tat the rate that permits are filed does follow a rough pattern. One thing you can see is the clear drop off in the number of permits at the start of each fiscal year in October.
