Universal resorts: when do Jan/Feb FL resident disounts usually release?

I apologize if this was already covered - I did a search and couldn't find it. Hoping to book a stay at Royal Pacific in value season late Jan/early Feb. When I do a FLO search now (Florida resident rate promo), it comes up as none available. Is there any historical pattern on when they usually release 1st quarter FL resident rate hotel discounts?

(There's a bunch of us waiting on WDW room-only rates for late Nov through Mid Dec and they're much later than usual this year. Hoping it's not a trend with Uni as well.)

I haven't been there since 1992 and plan on going next year
