I am looking to book a Disney Cruise through a travel agent. The travel agent stated she does not charge. Is that normal??

Yes. Disney pays commission to agents. None should charge for their services.

Depends if they are earning commission on the sale. For example, booking airfare doesn't earn commission, so many agents will charge a fee for that.
