She wears a battery powered light-up suit. She flips a switch when she starts flying, and lights herself up. I don't recall if she's also followed by a spotlight. If so, that would be done by a spot operator on the roof of one of the control/spot towers.
Yes, a spotlight on the FL buildings has also been used.
Spotlights on the gazebos are just for stage shows, not for tink.I don't think there are any spotlight platforms in Fantasyland. They're on the roofs of the two hub gazebos, and there MAY be one on top of a MSUSA building and/or Tomorrowland Terrace, but I think they're just on the gazebos.

Note how she's not illuminated until she's away from the castle. Doing so earlier will spoil the spires forced perspective and you'll see how small it is compared to the figure.
