Sorry I believe you will be out of luck. The way Universal is going at Orlando right now I don't really see them wanting to compete against themselves, I know Hollywood Universal is building but they aren't a real competitor to themselves in that case. Ones West coast ones East coast. 3,000 miles in between.

Leavesden isn't operated by Universal, they just share Butterbeer suppliers. And how is it possible that 3000 miles, east coast to west coast, is far enough for two Wizarding Worlds, but the 6000 miles between Florida and England would be them competing with each other? I don't follow your logic.

To answer the original poster, no chance, Wizarding World rides and concepts are all owned by Universal, and no-one in Britain would have the money or inclination to do the sort of deal to make it happen. Planning permission alone would take years to get through.

Plus there's a pretty good replica of London already there :)
