At Disneyland do they still just pick kids out of the crowd?

Last I checked, yes.
Yes they do. If you want to get the best chance for your kid to get picked then get there early enough that they can stand in the front of the section they are sitting in and make sure they jump up and down and act very outgoing. If your kid is shy then don't get their hopes up on getting picked. Shy ones are most likely going to get skipped over. I'm thinking that the times I've let my kids do it that you are looking at maybe a 1 in 4 getting picked at best and it may be even less than that on a weekend when they are more crowded. So it isn't lottery like odds but it is far from a sure thing... Even on a light day I'm pretty sure they picked only half of the kids that were jumping up and down like mad so be warned if your child doesn't handle rejection well.
