Is Tomorrowland Terrace ever open?

Tomorrowland Terrace needs ripping out and a ride should be put in there. It's a waste of space at current.

Especially when it was the Noodle Station era....

Thats's what it was. Ugh, the though makes me want to avoid even walking through that area.

My understanding is that it was used as a test kitchen primarily in the "slower" times, and would open randomly when they had 4 or 5 new menu items to test guest response.
