Guest relations is like PR for people at WDW (or DL)... Each park (MK, Ep, etc.) has its own GR at the main entrace that helps with matters of all kinds, from lost items to questions about dining, etc... Basically the general place you go to with a problem.. And there is a main branch of GR that can be contacted via the above links... Helps in all general matters...

Guest Relations seems to be people somewhere in an office that respond to complaints, compliments, suggestions, etc.
I have written to -
wdw.guest.communications@disney.com
and have received a return message on my answering machine addressing the things that I wrote about. I'm sorry I wasn't home to get the call!
