What characters are available for meet and greets onboard the ships or are they same ones as in the parks?

A little bit of both. The princesses have meet and greets during some of the days. Mickey & Co. can be found around the ship at times in their sailing or pirate gear. I've also met Jiminy Cricket, which was random, but cool!

For the most part, it's the same as the parks (though there was one exception on the Magic, with Captain America out! This would only be an exception for WDW-goers though)

Princesses, 2 mice, 2 ducks, 2 chipmunks, a dog, Goofy, Max, Lilo and Stich, Jiminy Cricket, Pinocchio, Hook and Smee, Alice and Mad Hatter, Queen of Hearts, Belle outside of her princess getup... reading storied to kids, apparently Anna and Elsa have been spotted lately, Jack Sparrow, Peter Pan.

Many times Princesses and Mickey or Minnie will visit the clubs and play with the kids there outside of the normal take a pic and run scenario.

And on the Magic and Wonder this summer you can see Anna and Elsa without four hour waits!

You'll also see the characters in cruising attire which is different than the parks. In Greece Mickey was in a toga!

As best as we can tell, the characters on the different ships are somewhat dictated by the availability of staff to assume the roles. To briefly answer your question, the character roster is similar to the parks. The original post did not say which ship or when, as there is some variation. We depended upon our daily "Navigator" schedule to tell us when and where we could expect a character appearance. We could then decide if we wanted to attend and wait in line to get a photo. The big characters are a given. Princesses seem to be a good bet too. Others may vary depending on your evening shows and the actors/CMs on board.
