I e-mailed Walt Disney Resorts at WDW.Guest.Communications@disneyworld.com and asked about the policy on line jumping and saving spots in line and got a reply

my question was

"What is the park policy on line holding or line jumping?"

here was the reply

Dear Mr. Rodgers,

Thank you for contacting us regarding the Walt Disney World® Resort.

The general rule for parties in line is that every member of the group
must be present and enter the attraction together. Another person
showing up later, for any reason, is typically not allowed to catch up
with their party. We hope this answers your question.

I hope your next visit is filled with many more special memories.

Sincerely,

Betsy Kent

Rather than have this deteriorate into a "If WDW really meant this, they would enforce it" blah, blah, blah I'll just let it stand at "This is the official policy - let your conscience be your guide. But watch out for someone who may have a conscience that sees nothing wrong with decking a line jumper."
