I would say the City Elite Double would be your best choice. It has the room you are looking for for the taller child if they use it for the occasional break. Even at 8, they get tired and cranky so having a nice spot to crash always helps.

Snack trays have been tested and sadly they just don't hold up to rental demands ( ie. they came back broken). The parent console can hold drinks and snacks ( the City Mini Double comes with one parent console, but if you wanted two you can just request it). Hope that helps! Matt

You could get a double stroller and then add the glider board to it. That way two can sit in the stroller and one can ride along on the glider board. That would save you some space and allow one person to manage all three at once :) Matt

I would suggest the City Mini. We use them in our rental inventory and they are great. Very light, great handling and easy folding. While your 2 year old may not be a stroller sleeper, all day in a park can quickly change that behavior. The City Mini single goes into almost a full recline.

I would highly suggest bringing your stroller. I cannot tell you how many calls I get from desperate parents who thought their 5 yr old would hoof it around the parks. Carrying a sleeping 4 yr old for over a mile may make great marathon training, but it does not make a happy vacation.
