Blackout dates are dates that CMs can't get friends or family members in. CMs can get in every day unless the park is at or near capacity since the park gets closed to CMs first.Usually the blackouts are at peak periods like holidays and vacation busy weeks.

you can only get dining when it's available to cms. I know it's been available this past march & October. I think they give this option when guest attendance is down.

Last summer of was the normal room discount & I don't believe dining was offered. It seems like dining is only offered during non peak periods & I believe the only time room discount is different is with holiday celebration.
