While we do eat at the Commissary from time to time, in 10 yrs of going to WDW we have never eaten at the Liberty Inn. There's so many great food options at Epcot I can't imagine going there to get food you could get at any American restaurant off property.

7:45 definitely, I'd even try for later if possible. I usually do a reservation for around 8:15 when I want to watch Illuminations at Hacienda, they won't kick you out at the end so you can finish your dinner or dessert even if it's past 9.
